Connecticut State Police have identified the man killed by officers on Wednesday night after a car chase on Interstate 95 from Norwalk to West Haven.
Three troopers shot 19-year-old Mubarak Soulemane after the use of a taser was ineffective.
Advocates want the release of dash or body cam footage of the shooting.
Police say the man stole a car in Norwalk. Local police called off their chase, but state police picked it up on I-95. Police shot the man at an exit in West Haven.
“When police choose to chase someone in a car, they are escalating a situation and endangering the lives of police, pedestrians and all motorists on the road,” said Melvin Medina with the American Civil Liberties Union of Connecticut. “Why, after Norwalk police de-escalated the situation by calling off their pursue, did Connecticut State Police decide to escalate by chasing this driver?”
Police say they were authorized to chase and use deadly force because of reports of an armed carjacking. They also say the man was intentionally hitting other cars during the chase. No other injuries were reported.
Authorities are required under state law to release camera video of shootings within 96 hours.
